There is no cost to the employer or employee. The Downtown C-pass program is funded by Capital Crossroads Special Improvement District (SID) property owners and the Mid-Ohio Regional Planning Commission (MORPC). Learn more about the program here.
First, you’ll need to designate an Account Manager within your company. Learn more about the sign-up process here.
Employees must be assigned to a work site within the eligibility area. There are no minimum hours required. Interns and contract employees are also eligible.
Employees may choose to download an app to their smartphone or use a photo ID card. C-pass members may only have one credential option at a time. Credential options may be changed at any time by contacting the program staff.
The app works with Androids and iPhones that are 7th generation and later. Unfortunately, it does not work with Windows phones at this time. Employees may download the app on work-issued or personal cell phones.
The designated Company Account Manager needs to log in and deactivate the C-pass member by deleting them from the member portal. The Account Manager will receive an email once a month reminding them to verify eligible employees in the member portal.

Yes! C-pass is free to your company and employees, so why not? There are lots of resources available to help new riders become more familiar with commuting options. You might even have an internal commuting champion already — someone who already rides the bus, bikes or walks and is willing to help encourage and teach others to do so. You may also schedule an orientation for your employees with C-pass staff to discuss all the available commuting options.
Gohio Commute offers Emergency Rides Home to ensure that no employee is stranded downtown without a ride home. Encourage your employees to register here, and make sure they check the box which reads, “I would like to participate in the Guaranteed/Emergency Ride Home program” on the last step of registration.
Property owners and community partners launched the Downtown C-pass program in 2018 to help bring more jobs downtown, stabilize low-wage positions and encourage more COTA ridership. Due to its strong impact and success in the first few years, C-pass was renewed for an additional five years in 2021. Learn more about the program here.
The Downtown C-pass program is currently funded through Dec. 31, 2025.
